Recently, the 2023 Global Smart Education Conference, themed "Education Transformation and Data Governance," was held in Beijing. Experts, scholars, and frontline teachers from the education, technology, and business sectors at home and abroad gathered to discuss the strategy and implementation paths for the digital transformation of education, and to share new theories, technologies, viewpoints, and achievements in smart education.
Chen Jie, Vice Minister of Education and Director of the Chinese National Commission for UNESCO, pointed out in his speech that as a new form of education in the digital era, smart education is an inevitable choice for promoting equitable and inclusive quality education and enabling lifelong learning opportunities for all. With artificial intelligence technology and the digital transformation of education gaining momentum, data governance has become a critical issue that must be highly prioritized and addressed.
Chen Jie put forward three proposals. First, strengthen policy dialogue and jointly promote educational transformation. China is willing to cooperate with governments and international organizations to build a platform for policy dialogue and exchange, conduct in-depth exchanges on new concepts and strategies of smart education, as well as policy issues such as planning, standards, data governance, security and ethics, and jointly explore scientific paths and effective policies for developing smart education. Second, strengthen resource sharing and jointly promote fairness and inclusiveness. Following the principle of extensive consultation, joint contribution and shared benefits, we will build a public service platform for digital educational resources that serves lifelong learning for all, jointly promote more countries and more people to participate in the development of high-quality educational resources, and make smart education benefit everyone. Third, strengthen capacity-building cooperation and jointly promote teaching transformation. Further expand international cooperation in building teachers' capacity for smart education, help teachers grasp the core essence of smart education and master key digital teaching skills, while building platforms and expanding channels for exchanges of teaching reform experience among teachers across countries, as well as collaborative educational research and curriculum development.
With the rapid development of digital technologies such as big data, cloud computing, the Internet of Things, blockchain, and artificial intelligence, the digital transformation of education has become an inevitable trend.
Educational and teaching reform not only requires making good use of digital technology to improve teaching methods, means, environments, and organizational forms, but also needs to bring about deep-level changes in teaching concepts and teaching culture. This process involves a variety of complex factors and their internal relationships. To implement the fundamental task of fostering virtue through education and achieve high-quality development of teaching, it is necessary to lead technology empowerment with the educational purpose of teaching, make good use of technology while transcending it, and, while drawing on the power of technology, root students' learning in culture, delve into the spiritual level of the content learned, so that students can achieve sound development in the digital era.
